Support for Appeal records as an alternative to Actions

The ability to create appeals and add constituents to them
This is to facilitate linking email campaigns to gifts received (and for customers who don't want actions)
Includes the Writeback Actions on/off switch (already released)

Yes please :). This would fit with our current way of recording mass marketing. Being able to write back to an existing assigned appeal that I can select or add a selected appeal to a constituent (group of) vs. creating a new appeal with a random appeal name.
